The Address & The Vision

An Address Worth Coming Home To

DLF Panjim, developed under the DLF Promenade name by DLF Malls, marks DLF Limited's first shopping centre in West India, planned on Plot No. 35 of the EDS Estate in Patto Plaza, Panaji. The development is envisioned to span over 7 lakh sq ft, positioning it as one of the largest organised retail formats in the state.

The promise here is a working day and a leisure evening under one roof: retail counters, gourmet restaurants and quick-service dining are planned alongside a five-screen multiplex, giving Panaji residents and visiting professionals a single destination for shopping, food and entertainment. Set within a city still defined by Portuguese-tiled streets and riverside walks, the project aims to bring an organised, air-conditioned retail experience to a market that has largely relied on standalone markets and smaller malls.

DLF's design language for the project draws on biophilic principles, aiming to bring air, light and water into the built environment rather than treating them as afterthoughts. Independent, landscaped blocks are intended to keep the development feeling open rather than enclosed, an approach consistent with how DLF has approached its other retail assets, including its established Promenade properties in Delhi NCR.

Goa's retail market has historically lacked a large-format, multi-brand mall of national scale, and Panaji's role as the state's administrative and commercial capital makes Patto Plaza a logical site to fill that gap. With NH 66 access, proximity to Karmali Railway Station and a planned 817-space parking facility, the project addresses both footfall and access at once. The timing aligns with DLF Malls' broader push to grow its retail footprint beyond North India.

For brands evaluating a first or expanded presence in Goa, and for businesses seeking office or retail space in Panaji's commercial core, DLF Panjim is positioned as the address to track as the development moves from environmental clearance toward construction.

Location / Address

A Defining Address

Plot No. 35, EDS Estate, Patto Village, Panaji, Goa 403001 · Patto Plaza · Panaji

Panaji, Goa's riverside capital, has long balanced Portuguese-era heritage streets with a working administrative and business core, and Patto Plaza sits at the centre of that working core. Home to the EDC Complex, the State Legislative Assembly, government offices and established hotels such as Novotel Goa Panjim, the neighbourhood functions as Panaji's commercial spine even as it stays minutes from the Mandovi riverfront and Miramar Beach. The area draws steady daily footfall from office-goers, government staff and transit commuters moving through the adjacent Kadamba bus terminus. It is this working-city rhythm, rather than a purely touristic one, that anchors Patto Plaza's commercial relevance.

Plot No. 35 of the EDS Estate places DLF Panjim directly within this district, on land that already carries environmental clearance for a commercial building of basement plus ground plus eight floors. The address benefits from direct frontage possibilities onto NH 66 and the Panaji-Old Goa Bypass Road, giving it reach across Mapusa, Margao and the wider Goan coastline without leaving the capital's municipal limits. For a retail and office development, this combination of civic proximity and highway access is difficult to replicate elsewhere in Panaji.

Beyond the Project

Infrastructure & Growth

NH 66 and Bypass Connectivity

Direct access to NH 66 and the Panaji-Old Goa Bypass Road links the site to Mapusa, Margao and the wider Goan coast, supporting footfall from across the state.

Manohar International Airport, Mopa

Goa's second airport at Mopa expands North Goa's air connectivity, widening the catchment of visitors and business travellers accessible to Panaji's commercial addresses.

Karmali Railway Station

A short drive from Patto Plaza, Karmali connects Panaji to the Konkan Railway network, easing access for commuters and visitors travelling from outside the city.

Panaji Smart City Initiatives

Ongoing municipal upgrades to roads, drainage and public infrastructure across Panaji are strengthening the civic backbone supporting the city's commercial districts, including Patto Plaza.

Kadamba Bus Terminus Upgrades

As Panaji's principal bus hub sits adjacent to Patto Plaza, continued upgrades to public transit here improve last-mile access for retail and office footfall in the district.

Why Invest

Compelling Reasons

1

DLF Malls pedigree

The project is developed by DLF Malls, the retail arm of DLF Limited, a company with over 75 years of real estate experience and an established mall portfolio including DLF Promenade in Delhi and DLF Mall of India in Noida.

2

First DLF mall in West India

DLF Panjim marks DLF Malls' entry into West India, bringing the group's organised retail format to Goa for the first time and signalling long-term commitment to the state's commercial market.

3

Scale of the format

At over 7 lakh sq ft with 300-plus planned brands, the development is designed to be one of the largest organised retail destinations in Goa, offering a scale of choice not previously available in Panaji.

4

Patto Plaza address

Sitting within Panaji's established EDC and government office precinct, the site benefits from year-round working-day footfall in addition to leisure and tourist visits.

5

Entertainment anchor

A planned five-screen multiplex gives the project an entertainment anchor alongside retail and dining, supporting extended dwell time and repeat visits.

6

Built-in connectivity and parking

Direct access to NH 66 and the Panaji-Old Goa Bypass Road, combined with 817 planned parking spaces across basement and surface levels, is designed to support smooth arrivals for a high-footfall retail format.

About the Developer

DLF Limited

DLF Limited was founded on July 4, 1946, by Chaudhary Raghvendra Singh in New Delhi, originally as Delhi Land and Finance. The company's first completed project was Krishna Nagar in East Delhi in 1949, followed by 22 urban colonies across Delhi including Model Town, Rajouri Garden, South Extension, Greater Kailash, and Hauz Khas. When the Delhi Development Act of 1957 restricted private development within the capital, DLF pivoted to Gurugram in Haryana, acquiring land that would become one of the country's most significant urban corridors. Today DLF is the largest publicly listed real estate developer in India by market capitalization, with operations spanning 15 states and 24 cities.

DLF's defining move was the development of DLF City in Gurugram beginning in the mid-1970s, transforming what was then a largely agrarian district into a globally connected corporate and residential hub. In 1985, DLF Qutab Enclave marked the company's formal return to large-scale development. That trajectory led to DLF Cyber City — one of India's largest integrated business districts — which today houses hundreds of multinational occupiers and generates substantial recurring rental income through DLF Cyber City Developers Limited, a joint venture with Singapore's sovereign wealth fund GIC. The company listed on Indian stock exchanges in July 2007 through what was at that time India's largest IPO, raising approximately Rs 9,000 crore.

Across its history DLF has delivered over 185 real estate projects covering more than 352 million square feet, with an annuity portfolio exceeding 45 million square feet in commercial and retail assets. The portfolio spans super-luxury and luxury residential — including The Camellias and The Dahlias in Gurugram — alongside IT parks, special economic zones, retail malls such as DLF Mall of India in Noida, and hospitality assets including The Lodhi hotel in New Delhi, which received one MICHELIN Key in 2025. The DLF Golf and Country Club in Gurugram, opened in 1999, features an 18-hole Gary Player championship course and has been rated India's best golf course by the Asian Golf Awards multiple times.

DLF approaches development as a long-term ecosystem rather than a transactional land business. The company's 'Partners in Progress' model for land acquisition, introduced under Chairman Emeritus K.P. Singh, brought farming communities into the development process as active participants. Rajiv Singh, the current Chairman, has overseen a sustained expansion of the annuity business from Rs 15.5 million in 2007 to Rs 29,000 million by 2019 and continued growth since. DLF's rental business has been conferred 21 Sword of Honour awards by the British Safety Council — the highest tally in the world — and the company holds LEED certifications from the US Green Building Council for tens of millions of square metres of built area. The stated pipeline for the next four to five years encompasses a Gross Development Value of approximately Rs 1,145 billion.
